August 11, 2025 – The Supreme Court of India has made a big decision to deal with the growing stray dog problem in Delhi-NCR, including Noida, Gurugram, and Ghaziabad. The move has started a countrywide debate, with some supporting it for public safety and others worried about animal rights.
What Did the Supreme Court Order?
A special bench of Justices J.B. Pardiwala and R. Mahadevan has ordered that-All stray dogs in Delhi-NCR must be removed from public places within 8 weeks.
They will be moved to designated dog shelters. Shelters must have CCTV monitoring, facilities for dog sterilization and vaccination, and a helpline for dog bite complaints. Complaint teams must reach the location within 4 hours. Once shifted, dogs will stay in shelters permanently — ending the sterilize-and-release policy.
Why Did the Court Take This Step?
The decision came after a rise in dog bite cases and rabies deaths in India. In 2024, there were 3.7 million dog bites and hundreds of rabies fatalities. The court called the situation “very serious” and stressed the need to protect children and senior citizens.

A special task force may be formed to capture and relocate dogs.5,000 stray dogs will be moved to shelters in the first 6–8 weeks. A 24×7 animal helpline will start within a week. CCTV monitoring will ensure no dogs are taken out illegally.

Animal rights groups say the order goes against the Animal Birth Control (ABC) Rules 2023.They believe shelters could become overcrowded and unhygienic. Critics compare the move to creating “dog concentration camps” instead of using humane stray dog control methods.
